摘要/Abstract

摘要： 面对老龄化问题的日益严重,长期护理保险制度的建立成为主要的应对策略。结合国内试点效果和国外发展研究发现,完全依靠政府发力无法满足社会需求。论文引入“PPP模式”,基于演化博弈的视角,建立PPP 模式下长期护理保险公私双方合作的演化博弈模型,并利用复制动态方程探索PPP模式下的长期护理保险,分析研究合作过程中双方具体的演化稳定均衡策略。研究结果表明：PPP模式下政府和商保公司在长期护理保险公私合作的博弈中,政府和商保公司达成良好的合作关系,其主要由政府的激励、监督、处罚及风险机制四个影响因素决定。

Abstract: Facing the increasingly serious problem of aging, the establishment of long-term care insurance system has become the main coping strategy. Combined with the domestic pilot effect and foreign development research, it is found that relying solely on the government can not meet the social needs. Therefore, this paper introduces the "PPP mode" that, based on the perspective of evolutionary game, establishes the evolutionary game model of public-private cooperation of long-term care insurance under PPP mode, explores the long-term care insurance under PPP mode by using replication dynamic equation, and analyzes the specific evolutionary stable equilibrium strategy of both parties in the process of cooperation. The results show that in the game of public-private partnership of long-term care insurance between government and commercial insurance company under PPP mode, the good cooperative relationship between government and commercial insurance company is mainly determined by four factors government's incentive, supervision, punishment and risk mechanism
