Abstract: The core value of the patriotic health movement is to carry out public health work centered on people's health so as to effectively improve the physical fitness and quality of life of the public. Taking 16 prefectures in Y Province as the research object and based on the “strategic triangle model” of public value theory, the article uses the fuzzy set qualitative comparative analysis method to explore the influencing factors and optimization paths of the patriotic health movement. The research finds that multiple factors jointly affect the performance of the patriotic health movement. Among them, value goals play an important role in the development of the patriotic health movement, but a single element does not constitute a necessary condition for the effective implementation of the patriotic health movement. There are three paths to achieve effective implementation of the patriotic health movement: goal driven, resource environment integration, and linkage between the internal and the external. Therefore, local governments should create a highly effective implementation path for the patriotic health movement according to local conditions, adhere to the organic combination of scientific work goals and the mass work line, and promote the construction of a healthy China.
