Abstract: Community governance guided by Party building is an important way to strengthen the leading and organizational capacities of the primary-level Party organizations and enhance their governance effectiveness. Moreover, it is an important guarantee for practice of the notion of “people’s city for the people.” Viewed from the perspective of typology, community governance guided by Party building constructs integrated commonwealth for community governance through categorization guided by Party building and categorization construction of the commonwealth of community governance. In other words, it is a way from “categorization” to “integration.” To promote construction of the commonwealth for community governance through Party building categorization is to, in short, guide construction of the commonwealth for community ideology with the commanding style, guide construction of the commonwealth for community policy with the dominant style, guide construction of the commonwealth for community negotiation with the negotiational style, and guide construction of the commonwealth for community autonomy with the autonomous style. These different categories of commonwealths–commonwealths for community ideology, community policy, community negotiation and community autonomy–will then be integrated to construct a new commonwealth for community governance.
