Abstract: Promoting the further institutional maturity and consolidation is an important proposition for the construction of the socialist system with Chinese characteristics in the new era. Based on the triple logic of theoretical evolution, historical context and practical exploration, this paper elucidates the logic of its emergence and analyzes it from the two dimensions of core implications and practical approaches. The core implications include 1) the formation of a systematic, scientific, standardized and effective institutional system; 2) the construction of an institutional framework that connects the fundamental system, the basic system and the important system; and 3) the transformation of institutional advantages into national governance efficiency. From the perspective of practice, to promote further institutional maturity and consolidation, it is necessary to build a solid normative foundation with scientific socialism and innovation, to form a promotion mechanism with the main line of deepened all-round reform, step-by-step approach and system construction, and to clarify the practice point with problem orientation and “solid reinforcement.”
