高校二级院系党建与业务深度融合的实践路径

摘要: 高校二级院系党建与业务深度融合,是落实党对高校全面领导、完成立德树人根本任务、推动高校内涵式高质量发展的关键所在。要实现二者的融合,需多维度协同推进。通过理论与实践相结合的方法剖析可见:党建与业务虽存在差异却紧密相连,但在融合过程中仍面临理念、制度、实践等多方面困境。为此,需在理念上构建螺旋式发展范式,在制度上建立综合性治理体系与协同考核机制,在实践中打造浸润式育人生态,同时通过构建长效机制,有效解决当前存在的“两张皮”现象,推动高校教育事业高质量发展。

Abstract: The deep integration of Party building and business of secondary faculties of universities is the key to implement the overall leadership of the Party on universities, achieve the fundamental task of establishing moral education and promote the connotative and high-quality development of universities, and the integration of the two needs to be promoted in a multi-dimensional and concerted manner. Using the method of analyzing the combination of theory and practice, we can see that Party building and business are both different and closely linked, and the integration of the two currently faces dilemmas in concepts, systems, practices and other aspects. To this end, it is necessary to build a spiral development paradigm in concept, establish a comprehensive governance and collaborative assessment mechanism in system, and create an immersive nurturing ecology in practice. At the same time, the current problem of “two skins” can be effectively solved with a long-term mechanism and systematic initiatives covering synergistic governance, resource integration, quality assessment and other aspects, so as to promote high-quality development of university education.
