Abstract: With the advent of the era of information including big data and intelligent technology and the launch of the national informationization strategy in the 13th Five-year Plan period, the library world has set off a “smart library” research boom, using all kinds of modern information technologies to improve their abilities of information resources construction, management and services. As the research frontier and practice position of smart library, university libraries have developed rapidly in recent years. However, construction of smart libraries in local universities should be planned by taking into full consideration the local realities, such as limited financial resources, lack of personnel, difficulty in technology introduction as well as backward ideas in smart service provision and management. Therefore, the authors propose some strategies for construction of smart libraries in local universities from the physical perception layer, data resource layer, software system layer, application service layer, demand layer and management layer.
