Abstract: Curriculum and Standards for Compulsory Education (Version 2022) emphasizes, more than ever, the ideological content, teaching regularity and educational function of course “Morality and Law” at primary school and its implementation as well as integrated teaching design and the purpose of education through teaching. Teaching of this course, therefore, is in the urgent demand that teaching philosophy and methods be innovated to suit this change. In light of this, this article discusses the basic teaching design theory guided by the core qualities under the new Curriculum Standards and proposes the “5-4-4” innovated teaching design framework and implementation examples based on the four core elements: objective, content, method and evaluation. Under this framework, the central position and guiding function of “teaching objectives” in design is emphasized. Moreover, the framework advocates that teaching design be innovated through organic integration of the major elements to construct efficient, creative and practical classroom teaching.
