Abstract: There is a frequently-used rhetoric device in verbal expression, which is rhetorical question. As a rhetorical device, based on the form, it can be divided into two categories: question raising and question stimulating. No matter which, both can achieve a special effect of attracting attention and strengthening semantic reception. Rhetorical question frequently appears not only in natural beings’ daily rhetoric, but also in political beings’ political rhetoric, whose vigorous effect can be sensed in the persuasive activities and political propaganda of the political beings. It can greatly ignite the emotional feelings of the political recipients and immensely impress them for premium semantic reception.
