Abstract: Based on the sincere ambition of “doing our best to the country and society”, Xiong Xiling made a wide range of disaster relief and charity efforts including education security, medical security, old-age security, employment security, funeral security, social relief and many other social welfare matters. This comprehensively reflects his social welfare ideas. Among them, the idea of disaster relief, which combines relief with prevention to cure both the symptoms and root causes, is the continuation and development of the traditional social relief idea while the charity education concept of “equal emphasis on upbringing” takes into account the daily livelihood and long-term development of orphaned and poor children. A comprehensive understanding and grasp of Xiong Xiling’s social welfare thought is of great value to grasping modern social welfare, both thought and practice.
