Abstract: By comparing the World Bank’s Doing Business reports in recent years, it is found that the index of “access to credit” in China has been lower than the overall ranking, which has a negative impact on the overall business environment in China. A further study of secondary indexes reveals the problems of chattel guarantee registration dispersion, lack of marketability and legal protection in credit information system. Based on the development of China’s existing credit information system, this paper puts forward suggestions on establishing multi-level guarantee registration institutions and promoting the construction of Internet credit system from the perspective of improving China’s credit information environment, so as to create a legalized and international business environment.
