Abstract: The goal of urban adaptation to climate change is to build a city that is resilient in terms of ecology, economy, and safety. In light of this, cities should establish adaptation action targets, conduct climate change assessments, and formulate adaptive plans to actively adapt to climate change. For emergency adaptation actions, it is necessary to continuously improve risk prevention and emergency response mechanisms, and use big data to promote the modernization of adaptation actions; for routine adaptation actions, attention should be paid to the impact of climate change on urban water safety and the heat brought by climate fluctuations on the urban living environment and public health, and effective measures should be taken to mitigate these effects. By taking active measures in emergency and routine adaptation actions, the resilience of the city can be continuously enhanced to ensure the welfare of the residents and the sustainable development of the city.
