Abstract: Disciplining the Party strictly in an overall manner is both the core and key to modernizing governance of the state. As the two share the same value objectives, they are thus in great affinity in the following termsguiding thought and ideology, running of both the Party and the state by system, rules of the Party and laws of the state, as well as abilities of governing both the Party and the state. By seeking the path to realize affinity between the two, positive interactive effect between them can be realized, expanded and advanced to the furthest possible extent.
