Study on School of Personnel of Yunnan in the Qing Dynasty

Abstract: The purpose to establish schools of personnel was to rid of the corrupt officials, which was one of the most important reform measures in the late Qing Dynasty (1644-1911). When Guo Guangtao was governor of Yunnan, he established school of personnel, then formulated regulations, chose the courses, and allocated funds to ensure its effective operation. He even set up an editorial office later within the school and ordered the compilation of Quan Dian Ji Yao, or A Survey of Yunnan Province. However, due to corruption, the school failed to play its role before being eventually replaced by the politics and law academy.
