On the Internal Logic, Ontological Characteristics and Methodology of Education Reform of China-Based on Reading of the Education Policies since the 18th CPC National Congress

Abstract: Since the 18th National Congress of the Communist Party of China (CPC), both the CPC Central Committee and the State promulgated a series of education policies, pursuant to which education will be prioritized, the modernization process of education will pick up speed and China will become an educational power. These policies also prescribe concrete reform objectives and requirements regarding all stages, phases and aspects of education. Formulation of education reform policies is a dynamic process of practice that has its own logic, wholeness and systematicness. Based on reading of the landmark education policies and documents of the CPC since its 18th National Congress, the author analyzes the internal logic of China's education reform, its people-centered ontological characteristics and methodological reform, so as to provide grounds for comprehensive understanding and integral promotion of implementation of the education policies in the paradigm of “public governance.”
