On the System of “People-centered“ Philosophy of Xi Jinping and Its Core Value

The “people-centered” philosophy is the original aspiration of Xi Jinping's governance of China and the core notion of his ideology system. The seven aspects of this system - standing of the people, the people as the subject, the people above all, happiness of the people, sharing by the people, unity of the people and evaluation by the people - are intertwined as an integral dialectical oneness to form the system of Xi Jinping's “people-centered” philosophy. The core value of this ideology system is the inheritance and culmination of the traditional people-based idea of China and the spiritual origin of the construction of socialist modernization on an all-round manner. It illustrates the practical vitality of Marxism, embodies the confidence in the state governance of China, and expanses the ideological realm of serving the people of the Communist Party of China (CPC).

The great spirit of the founding of the Communist Party of China (CPC) is an important aspect of the discourse system of the Party. As the origin of the pedigree of the spirit of the CPC, its formation has its historical necessity and logic. As the total condensation and highest culmination of various spiritual forms of the pedigree of spirit of the CPC, its content has profound ideological connotation. In short, it embodies in full the party properties and nature, value pursuit and commitment, spiritual character and disposition as well as organizational identity and position of the CPC. Standing at the historical conjunctional point of two centennial blueprints, it is necessary that this pedigree of spirit be enriched, the advanced culture integrated, the Party strictly disciplined and the national rejuvenation program boosted by the spirit of the founding of the CPC to highlight its epochal significance.

The century-long people-centered philosophy of the Communist Party of China (CPC) originated from the standing of the people of Marxism, the people-first idea of fine traditional culture of China and the selfless realm of the Chinese communists. After experiencing the germination period in concern for the people and the country, the formation period in struggle for salvation of the people and the country, the development period in hard efforts to erect the people and the country, and the deepening period in strenuous work to prosper the people and the country, the philosophy helped accomplish the objectives of the Party for the first century. In the new drive to accomplish the objectives for the second century for the great Chinese dream of rejuvenating the Chinese nation, it is necessary that the theoretical armament be strengthened, the primary mission remembered, the struggle spirit advocated and the people-centered philosophy further developed.

Yang Zhengfang as an “Underground CPC Member” and His Revolutionary Spirit (Ⅱ)

Yang Zhengfang was a proletarian revolutionary activist of considerable achievements in Chuxiong and even the whole western and north-western parts of Yunnan Province. Even when he was a student of Zhennan Provincial Normal School (ZPNS), he enrolled dozens of members of the National Liberation Pioneers of China (NLP) and underground CPC members, who were sent all over the ZPNS regions to continue publicity efforts against the Japanese aggression for the salvation of China. Due to mis-judgment of the situation in these regions, the CPC Working Committee of Yunnan Province cut the organizational connection with Yang, resulting in loss of contact with a number of CPC members. Even in the darkest days after the Southern Anhui Incident in early 1941, Yang did not lose his faith and continued his work independently while trying to resume connection with the CPC organizations. His efforts laid a solid foundation for the later integration of the revolutionary armed forces in these regions.

As social changes in southwest China characterized by marketization and urbanization intensify, the tension between the dispute-settling mechanism of the minority ethnic groups and the strategy of rule of law becomes increasingly obvious. It is imperative that such mechanism be innovated and legalized. When analyzing the rationality of and the contradiction within the dispute-settling mechanism of the minority ethnic groups, a dialectical attitude is desirable. Common practices of the above mentioned ethnic groups should be analyzed and discriminated to identify more aspects in agreement with the laws of the State, so as to promote legalization of the aforesaid mechanism and construct a diversified dispute-settling mechanism to suit the needs of social governance of southwest China in the New Era.

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China put forward that the improvement of governance ability be regarded as a major task of cadre construction in the New Era. The frequency and complexity of major public health emergencies push the leading cadres to the front stage, bringing a major test to their governance ability. Examining the problems - slow response, belated media guidance, poor information communication, weak resource integration and low crisis handling ability - of leadership in response to major public health emergencies is significant for optimizing leadership and governance capabilities. Ability of the leaders to deal with crisis is influenced by complexity of public crisis situation, competence adaptability, effectiveness of system and mechanism, concept of emergency response and legal situation. Based on this, we should deepen the awareness of the importance of crisis management, pay attention to the cultivation of leading cadres' ability, improve the leadership system and mechanism construction, consolidate the emergency concept and legal foundation, etc. to optimize the leadership crisis management ability, promote the modernization of public health crisis management with the modernization of main body capabilities.

On Signifying Dilemma in Country Writing of the 21st-century Poetry

In the country writing of poetry of the 21st century exists a signifying dilemma, a dilemma hidden in the subject image that it constructs. “Village,” although a verbal image annotating the expression of gnawing pain of the poets, is confined to its original annotation dimensions as it is constructed in the mono-dimensional space in the village-city contradiction. The verbal image “train” generates from distinctive sense of reality and thus becomes a vehicle of tool linking up village and city in the spatial sense. It is in this way that its signifying dimensions are restricted.

Artistic Characteristics of the Red Ballads of Longnan and Their Preservation and Inheritance

Adopting the artistic form of the traditional folk ballads and integrating the red, or revolutionary, themes, the red ballads of Longnan present rich and creative artistic characteristics. The realistic writing technique of “inspiration from an event” of the yuefu folk songs of the Han Dynasty (202 B.C. - 220 A.D.) greatly enriches their ideological connotation: fu, or descriptive narration, demonstrates the red themes directly; bi, or figurative narration, integrates characteristics of the local folk ballads; and xing, or associative narration, can inspire the audience. In fact, even these traditional writing techniques have been revitalized by the red ballads. In addition, they achieve deep integration between folk culture and revolutionary consciousness by constructing experience situations where folk culture and popular language interacts with red image groups, demonstrating unique artistic appeal. It is practical and significant that the red ballads of Longnan, as a form of intangible cultural heritage, be valued, preserved and inherited to make sure that their historical and cultural value shall survive time.

Preservation and inheritance of languages of the minority ethnic groups are an important guarantee for development of language diversity, harmony construction of cultural and ecological environment, and production of sustainable cultural realm. Under the background of diversity, the disappearance of an ethnic language, invariably followed by that of the corresponding culture laden with rich unique characteristics of the people in question, means that the ecological environment of the culture of a country and even that of the whole world is breached, resulting in cultural fracture of mankind and inflicting great loss to cultural diversity. As the common tongue of the Bai people of Heqing County, Yunnan Province, the Heqing Bai is the vehicle of the history of national evolution of the local Bai people that passes down their culture generation after generation. Due to rapid social and economic development and spreading of mandarin Chinese, use of the Bai language is on the decline as the language is increasingly insufficient functionally for daily communication. In front of the possible disappearance of the ethnic languages and cultures, we need to have the attitude to preserve them and assume the responsibility to inherit them.

In the ancient society, home, family temple and other spaces did not only have architectural or physical meaning, but also ethical, ideological and humanistic value. Because of the wide-spread ideas of superiority, inferiority and hierarchy and their penetration in daily life, family, temple, principal rooms, wing rooms and other human spaces were given different ethical meanings. In contemporary Chinese literature, these spaces are written with great meticulousness, especially in novels set in clan affairs, so as to reveal the multidimensional ethical boundaries of the human body in such spaces.

This paper takes Pearl Lamp, Four-O'clock and Three Sisters Married as examples to discuss Wang Zengqi's poetic writing of folk women in his novel Four-o'clock Anthology and its significance. Adhering to the concept that "atmosphere is character", Wang Zengqi creates, with poetic language and various images, images of three kinds of traditional folk women who are subject to influence of feudal ideas and thus have different fates because of their different degrees of acceptance of such ideas. While tolerating and having compassion for traditional, tragic women, Wang Zengqi admires and appreciates the human virtues in them. Dispelling and supplementing the mainstream narrative, the poetic writing of folk women in Wang Zengqi' novels is of great significance in pondering upon and examining the fate of folk women in general.

Since the 18th National Congress of the Communist Party of China (CPC), both the CPC Central Committee and the State promulgated a series of education policies, pursuant to which education will be prioritized, the modernization process of education will pick up speed and China will become an educational power. These policies also prescribe concrete reform objectives and requirements regarding all stages, phases and aspects of education. Formulation of education reform policies is a dynamic process of practice that has its own logic, wholeness and systematicness. Based on reading of the landmark education policies and documents of the CPC since its 18th National Congress, the author analyzes the internal logic of China's education reform, its people-centered ontological characteristics and methodological reform, so as to provide grounds for comprehensive understanding and integral promotion of implementation of the education policies in the paradigm of “public governance.”

According to the PDCA cycle theory, it is practically significant to explore construction of the “4-in-1” teaching quality guarantee system, i.e. a system comprising monitoring, evaluation, compensation and incentive, in primary and middle schools in Chuxiong prefecture. Implementation of this system in primary and middle schools of Chuxiong prefecture has proved managerially effective, but its further improvement is necessary.

The emperors of the Qing Dynasty （1644-1911） enjoyed sacrosanct status and varied diet. After a long period, the Qing palace gradually established its food supply system in which the Ministry of Treasury, the imperial farms, the local officials and the Court Affairs Department all played a part. An examination of the imperial archives finds that these food sources have their own emphasis and have coexisted for a long time to provide guarantee for the production of imperial food. The diversification of the sources of the imperial food in the Qing Dynasty reflects the increasing abundance of the imperial food and the supremacy of imperial power.

Food plays an increasingly important role in tourism and is a necessity or a kind of tourism resource in all types of tourism. According to the different levels of tourists' demands for food, different forms of food tourism are shaped. This paper takes food as an indispensable experience element in tourism activities from the perspective of foreigners visiting Yanbian. Participation, observation and in-depth interviews were conducted on the food experience process of the tourists to explore how the expected food impression changes after the actual experience and how it affects the satisfaction of food experience and the expected destination image.
